The New York State Gaming Board voted Tuesday night to reopen the bidding process to developers who want to build a casino in the Southern Tier, which does not include Orange County.

It's the second time Orange County has been passed over in as many months.

In December, the New York State Gaming Board recommended building three new casinos in the Catskills, Schenectady and the Finger Lakes.

Since then, Gov. Andrew Cuomo has urged officials to consider a fourth application in the Southern Tier, an area just west of Orange County.

The board agreed to take new applications for the region along the Pennsylvania border, but said it would not reconsider building in Orange County.

Orange County officials were hoping the state board would consider a multi-million dollar casino-resort on the grounds of Stewart Airport. The county executive has since released a statement expressing his disappointment in the board's decision.
