Officials are working to build a criminal case against the owner of the apartment building that collapsed during a gas explosion last week in Manhattan.
Authorities are investigating whether illegal plumbing work was used to supply gas to the those apartments at 121 Second Ave. in the East Village.
The owner, a woman who lives in Palisades, could face manslaughter charges.
Two people were killed in the blast.
