A commuter tax is re-emerging as a possibility for thousands of residents in Westchester County.The New York City Council is reportedly considering a plan that would apply to all commuters entering Manhattan for work. Mayor Bloomberg's Congestion Pricing Plan, which was defeated, only applied to drivers entering the city.The state rescinded its 33-year-old tax on commuters in 1999. The tax was .45 percent for wages and .65 percent for self-employment income. State lawmakers would need to approve the tax before it could go into effect. Members of Westchester's Board of Legislators are planning to introduce a resolution opposing any attempt to bring back the tax.
