Mt. Vernon officials: 2 venues rented without council approval

Mount Vernon City Council members announced Tuesday that two city venues were rented over the weekend without their approval.
Council members held a news conference to discuss how parties were able to be held at Memorial Stadium and Hutchinson Field without the OK from the city. 
City Council members say a wild party held over the weekend at Hutchinson Field never even crossed their desk. The party was attended by more than 500 people, including 27-year-old Orville Bell, who was shot and killed a block away from the party.
According to the council members, the mayor approved the rental without their knowledge. The application then went to the Recreation Department commissioner.
Darren Morton, commissioner of parks, says all proper procedures were followed.
The council members say they want legislation passed that would require any event with more than 50 people to be approved by them.
