Officials say the victim had just been in an accident and was ejected onto the highway after his car hit a guardrail.They say he was hit by the tractor-trailer around 11 p.m.

The report has been released in the midst of protests calling for more police accountability across the city and country. The majority of the complaints documented are from Brooklyn.
