A Dutchess County man is facing charges in connection with a deadly crash on Route 9 last month, police said.
Authorities say Richard Rider, 46, was arrested Thursday and charged with manslaughter.
Officials said Rider was driving while high on drugs when he struck another vehicle, killing the other driver.
