It probably comes as no surprise to most Westchester drivers, but a new study says the Hutchinson River Parkway is one of the most unreliable highways in the entire country. The 2011 Congested Corridors Report by the Texas Transportation Institute says a stretch of the Hutch in Westchester is the third-worst in the country for unpredictable traffic. The report designates that the 4.5-mile northbound stretch of the Hutch from the Cross County Expressway in Eastchester to Mamaroneck Road in Scarsdale is "reliably unreliable." It means the stretch of road can back up at any time of day, any day of the week, without explanation. Also named unreliable in New York were the northbound lanes of the Whitestone Bridge, which tied the Hutch for third place. The top two highways in the unreliable category are both in Atlanta.
