Police arrested a man they say is responsible for a double hit-and-run in White Plains that left one person dead and sent another to the hospital.

Police say the man was speeding when he plowed into a mother of two at the corner of Haviland Lane and Jennings Road. The man then continued speeding on Haviland Lane and struck and killed an elderly woman, according to authorities.

According to police, it is still unclear if the man was drunk or driving in a fit of rage. Residents who live on Haviland Lane say the city has been unresponsive to past complaints about speeding on the road.
