A city charter change in Newburgh now allows the City Council to remove any member of the board for just cause.
It was approved during Tuesday's election day events.
Mayor Torrance Harvey says the measure was proposed as protection for city residents.
And while the council maintains that the change was not aimed at any specific council member, supporters of Councilman Omari Shakur say he is being targeted.
He's been censured by the council twice for his confrontational commentary toward the police in recent weeks.
