When the ball drops on New Year's Eve, many New Yorkers will be celebrating a new tax rate.
On Jan. 1, Gov. Andrew Cuomo's new tax plan goes into effect that will raise rates on the wealthy while cutting them for millions of married couples earning less than $300,000 a year.
Cuomo says many New Yorkers will be paying the lowest tax rate in 58 years. The governor says that rate will save some people nearly $300-$400 a year in income tax.
