New Rochelle's finest are making moves in the ranks.
Officials say this is the biggest promotion ceremony in more than a decade, with nine promotions.
Capt. Joseph Schaller, who has served the New Rochelle Police Department for more than four decades, was promoted to deputy commissioner.
"He's been around a long time and I've worked with him for his whole career," said former Commissioner Anthony Murphy. "I think the police department is in great hands with him as the No. 2 guy."
