New Rochelle calls out Con Ed after fallen tree pins trick-or-treater

Powerful winds created a frightening Halloween for a trick-or-treater in New Rochelle.

A young trick-or-treater in New Rochelle was pinned underneath branches from a large tree that toppled over by fierce winds.
The incident happened on Maywood Road around 6:30 p.m. Police say the 9-year-old girl was with a group of adults and trick-or-treaters when she was struck and pinned by a large tree limb.
News 12 was told that a man cradled the girl’s head and kept her calm until firefighters arrived.
Neighbors say it took first responders about 10 minutes to free the girl. They say she was conscious but badly hurt and in a lot of pain. According to police, she was rushed to New York Health + Hospitals/Jacobi in the Bronx. She suffered multiple fractures.
Neighbors told News 12 they were concerned the tree was dead and posed a danger.
The city says it has repeatedly urged Con Edison to remove the top of the tree. That way, the city could remove it without disrupting nearby electrical wires.
New Rochelle City Manager Chuck Strome released a statement saying, "Con Edison's catastrophic failure to address these conditions in a timely fashion should lead to a fundamental re-evaluation of the utility's entire process for ensuring safety around trees in urgent need of maintenance." 
Con Edison also released a statement, saying their hearts go out to the injured girl as they continue to work the issue out with the city.
