    City Council Speaker Christine Quinn and lawmakers announced new legislation Monday to improve stalled construction sites in Bronx neighborhoods.
    The legislation will provide incentives for developers to strengthen safety efforts and increase monitoring at stalled sites. More than 20 construction projects in Kingsbridge Heights and Riverdale have become eyesores for residents.
    Many neighbors say they support the proposed legislation but will remain skeptical until they see results.
