A Rockland County grand jury declined to indict a man in a fatal shooting in Stony Point last September, according to the Rockland County District Attorney's Office.
Javier Medina, of Stony Point, was charged in the fatal shooting of 47-year-old Jason Cowell, of Garnerville.
The 21-year-old Medina was held without bail in the County Jail until he was released on Friday.
