Gov. Andrew Cuomo is issuing a dire warning for New York state - another shutdown could be coming.
Cuomo warned that if cases and hospitalizations continue to climb as they have been, areas of New York will have to shut down. This news comes as personal care businesses in orange zones thought they caught a break.
As of Monday, the state is allowing them to remain open at 25% capacity - some requiring additional testing among employees. The owner of Salon Stella in the orange zone in Port Chester says if they're forced to close for the third time, that could be the end of them.
"It's going to be hard to come back from it again, says April Brittner, owner of Salon Stella. Brittner says businesses like hers implemented cleaning, social distancing and a complete COVID-19 remodeling. Brittner says they are not the problem but are paying the price.
"The government needs to start trusting the American people on doing the right thing. Unfortunately, if everyone just wore their mask and social distanced and didn't gather in small gatherings, I think that we may have a better shot at trying to stay open for the future," she says. 
Gov. Cuomo is asking New Yorkers to do the same thing.
"That is really something to worry about because all these businesses close. We go back where we were," says Cuomo. 
The governor estimates that 11,000 people could be in the hospital and 3,500 lives may be lost one month from now.
Brittner estimates small locally owned businesses will be lost, too.
