Gov. Cuomo calls for stronger federal response to help state and local governments

Gov. Andrew Cuomo is taking aim at federal lawmakers and pleading for help for states and cities hit hard by the pandemic.
On Wednesday, Cuomo called out Republicans from states that receive more federal funding than they give back, and who oppose bailing out local governments. "There will be no national economic recovery if you starve state and local governments. If the Republicans cared about the economy, they'll put their politics aside and they will fund state and local governments."
Meanwhile, as the country closes in on 4 million cases of COVID-19,  the governor says the spread of the virus is under control in New York. 
The latest numbers say of the more than 67,000 tests issued, 705 were positive. That's about a 1% rate of infection.
And the number of people in hospital beds has gone down, according to the governor.
Nine more people died from the virus.
