Gov. Andrew Cuomo and top state lawmakers are backing a three-pronged approach to fight the heroin epidemic.

The new plan to combat heroin addiction in New York was unveiled at an Albany press conference. It aims to improve the treatment options for addicts, who are often turned away from rehab centers due to overcrowding or insurance problems.

Prescription drug abuse is a known pathway to heroin abuse. Gov. Cuomo and state leaders want to get that message out on billboards, along with TV, radio and newspaper ads.

The bill would also create new crimes to punish heroin dealers.

Gov. Cuomo expects the plan to come up for a vote by the end of the week.

Ninety people died last year in Westchester due to overdoses.
