Former NYPD officer charged in I-87 DWI crash that killed motorcyclist

A former NYPD officer from Highland Mills has been arraigned on charges in a fatal crash on I-87, according to New York Attorney General Letitia James.
Kevin Richmond, 43, is charged with vehicular manslaughter in the second degree in the July 2023, death of Nidia Nieves. Richmond was allegedly intoxicated and off duty when he collided with Nieves' motorcycle in the Town of Cornwall. She was thrown from the bike and died at the scene.
Richmond was arraigned Wednesday in Newburgh City Court before Judge Paul Trachte. Bail was set at a $50,000 bond or a $100,000 partially secured bond with a $20,000 cash option. Richmond posted the $20,000 cash bail and is due back in court on Aug. 6.
He also faces two misdemeanor counts of driving while intoxicated. The top charge carries a maximum sentence of 2-1/3 to 7 years in prison.
