Police arrested two drivers of cement mixers and confiscated their vehicles Thursday after the men were allegedly caught operating the multi-ton trucks under the influence of drugs.

Police say Manuel Vega, 52, was driving while high on heroin, while John McLaughlin, 31, smoked marijuana before getting behind the wheel of the cement mixer.

"You have two 80,000 pound trucks driven by someone who is impaired," says Sgt. Michael Brancamp, of Westchester County Police. "It's dangerous enough when someone who is impaired is driving a car."

Brancamp says Vega and McLaughlin, who work for a Bronx construction company, stopped for a routine inspection at the intersection of South Columbus and Fulton avenues, and that is when it was discovered that both were intoxicated.

Vega allegedly appeared disoriented, lethargic and confused. Police believe that Vega is also a drug dealer. They allegedly seized $1,000 worth of heroin in 60 small packages inside his truck.

McLaughlin pulled up next, and officers allegedly smelled marijuana on his breath. Both men were charged with driving while ability-impaired and given motor vehicle citations. Vega also faces drug dealing charges.

McLaughlin and Vega are expected to be back in court Thursday.
