The Budget Finance and Personnel Committee voted in favor of a new jail in Poughkeepsie.
Those in favor of it say parts of the current facility are in horrible shape and that plans would include transition programs for the inmates.
But protesters say the county should use the funds for services hurting because of the pandemic, such as education, affordable housing and mental health.
The proposal could cost up to $200 million.
It will be voted on by the entire body Monday.
