There's now a new push by the city of Yonkers to stop the abuse of homeless cats.
The city has set aside $15,000 to provide "trap, neuter and release" efforts.
Animal experts say the campaign would stabilize the homeless cat population in the city.
The push comes after a shocking case of animal cruelty in which more than 25 cats, in shopping bags, were found dangling from trees in April.
