Some residents in Sheepshead Bay are critical of the state's latest plan to control the swan population.

New York state Assemblyman Steven Cymbrowitz says the state's Department of Environmental Conservation's latest proposal calls for lethal methods in upstate areas, but in downstate areas like in Sheepshead Bay, population management would be carried out through non-lethal means like coating eggs in oil.

The agency says it wants to eliminate the non-native birds by 2025 because they were deemed harmful to people and nature.

Cymbrowitz says the state DEC has not offered any scientific basis for killing the swans.

The Department of Environmental Protection says anyone can comment on the swan management proposal until Dec. 13.
