A new plan hopes to revitalize parts of White Plains.
The proposal would mean the end of the White Plains Mall. In its place would be a new building with apartments, retail stores and restaurants.
Councilman Dennis Krolian says the mall has become a sore spot in the city. But he says in order for the plan to come to fruition, a vote must pass to change the zoning of the property to accommodate the height of the planned building and the number of units it would have.
But for Isabel Perez, the owner of a wellness store in the White Plains Mall for 16 years, such a decision would not be easy.
But Perez is also hopeful that a new building would be good for downtown White Plains.
"Sometimes in life you need a change," says Perez.
