There's another lotto millionaire in Westchester.Port Chester resident Marilyn Garcia-John won the top prize on a "Black Pearls" scratch-off game.
The local bank teller bought the ticket at a mini-mart on her way home from work over the summer.
Garcia-John is the third Port Chester resident this year to win the $1 million top prize on a lottery scratch-off game.
