Federal investigators are seeking the person behind a threatening photograph sent to Rockland County Legislator Aron Wieder.
The photo sent shows an ISIS hostage about to be beheaded with Wieder's picture placed over the victim's face. The photo also shows Wieder's name, Arabic writing and an ISIS flag.
A member of Rockland's Orthodox Jewish community, Wieder was appalled after seeing the picture, which was sent to his county office.
"This was clearly sent to intimidate - be it someone sympathetic to ISIS or someone directing hate towards the Orthodox community, towards me. It's equally disturbing," said Wieder.
A spokesperson for the FBI confirmed that the agency is working with the Rockland County Sheriff's Office into what may be considered a terrorist threat.
The investigation has not yet determined the motive behind the letter.
