New York continues to make positive progress on the road to reopening from the coronavirus pandemic.
Monday, Gov. Andrew Cuomo said New York is making real strides with hospitalizations and deaths hitting new lows.
Because of those numbers, he says gatherings of up to 25 people will now be allowed under phase three.

But, he's also warning local officials about enforcing guidelines. "To the local governments, I say do your job. Do your job. Local governments are supposed to be enforcing compliance. Compliance is hard. Why? Because people have been cooped up for a long time and they want to do what they want to do."
Western New York enters phase three today while the Capital Region enters Wednesday.
The Mid-Hudson Region is expected to reach phase 3 by next week.
