With the stalemate over in the state Senate, lawmakers in the chamber have passed 135 pieces of legislation, but local lawmakers are far from satisfied after the power struggle dragged on for a month.
"I don't think they're going to recover from this," says Westchester County Executive Andy Spano. "I'm angry, my colleagues are angry - it was government at its worst."
Bronx Sen. Pedro Espada's return to the Democratic conference July 9 gave Democrats a 32-30 majority for the first time since the June 8 coup. As part of the deal, Espada took the title of Senate majority leader.
