Sherrif: Neglected Shih Tzus seized during Newburgh eviction, owners arrested

The owners of three dogs in Newburgh are facing animal neglect charges after the Shih Tzus were allegedly found during an eviction with severely matted, feces-covered fur.
The Orange County Sheriff’s Office says William Recinos, 51, and Eva Tounas, 38, were arrested and charged last Thursday under the New York Agriculture and Markets Law with three counts of overdriving, torturing and injuring animals, as well as failure to provide proper sustenance.
Authorities were at their Town of Newburgh home to complete an eviction when the sheriff’s office says the dogs were found exhibiting an “abnormal gait” and appeared to be in distress.
“There is no reason for any animal to be neglected. Our pets depend on us for their well-being. It is your responsibility as a pet owner to care for them, bathe them, feed them, groom them, and love them. If you cannot care for your animals, please find a new home for them. There are plenty of people who are willing to do it,” says Sheriff Paul Arteta.

Recinos and Tounas were released on appearance tickets to return to the Town of Newburgh Court at a later date.
