Severe weather is being blamed for at least 38 deaths across the South. 

Torrential downpours in Florida and Alabama overran rivers, flooded homes and completely collapsed or washed out roadways. The water stranded people on rooftops, in attics and in their cars while awaiting rescue. 

The flooding wasn't limited to southern states. Heavy rain caused problems as far north as Delaware and Philadelphia. It even caused a block-long section of city street to collapse in Baltimore, sending at least 10 cars down a steep slope onto railroad tracks. 

The flooding followed even more severe weather earlier in the week. A tornado, which the National Weather Service now says was an EF-4, ripped through Arkansas and killed 15 people. The youngest victims were 7- and 8-year-old brothers.
