Changes planned for the Croton Water Filtration Plant project have drawn scrutiny from local residents.

The city has proposed changes it says would reduce noise, traffic and air-quality issues at the construction site. The city has also said more than two dozen trees in Harris Park will be cut down and not replaced.

According to the city, all blasting and excavating at the site will be temporary, but local residents are skeptical.

"The noise is really going to start ruining this environment," says Christine Prokos, who lives near the plant.

If construction stays on schedule, the plant would be the city's first drinking water facility. Since the project began five years ago, local residents have fought to protect the nearby Jerome Park Reservoir and Van Cortland Park, which sits above the underground water plant.
