A report released by the New York State Correction Commission has found that sloppy medical care may have been a contributing reason in the death of an inmate at Westchester County Jail.
Back in January 2013, Rashad McNulty reportedly collapsed in his cell after complaining of chest pains following a fight with another inmate.
The medical review board of the New York State Correction Commission found McNulty's complaints were mishandled by a nursing staff employed by an outside agency. The report says it resulted in a 90-minute delay in receiving doctor-ordered treatment. When a physician employed by that same agency arrived, he made a diagnosis without examining McNulty or performing any tests.
McNulty was later transported to Westchester Medical Center where he was pronounced dead. 
The scathing report is a win for Attorney Jared Rice, who is representing McNulty's family in a federal wrongful-death lawsuit. 
According to the report, two infirmary nurses should also be investigated for professional misconduct.
The Department of Corrections said it could not comment on the report because of pending litigation.
