The Putnam County SPCA is seeking tips following the discovery of two mutilated animals in Lake Carmel.
Kent police say they contacted the organization on April 4 to inform them about a dead rooster and pigeon found inside a large black garbage bag.
Objects pierced with pins were also inside the bag, according to authorities.
A veterinarian later determined that the two mangled animals had been drained of blood.
