Police say they have arrested the so-called "Port Jervis Grinch."
Kelly Dean, 47, has been charged with the theft of several area Christmas lawn ornaments over the weekend.
One of the alleged victims says he is happy to have his inflatable Santa returned.
Police say Dean intended to sell the stolen decorations. They believe a second arrest is likely.
