Village officials in Pelham Manor now say Police Chief Jeff Carpenter's decision to retire came as an independent investigator was looking into a complaint filed by a current police officer.

Village officials in Pelham Manor now say Police Chief Jeff Carpenter's decision to retire came as an independent investigator was looking into a complaint filed by a current police officer.
Carpenter abruptly stepped down last Thursday. Days later, village officials wrote on Facebook that they had received an anonymous tip alleging low morale in the department last February.
Back in March, a formal complaint was received and an outside investigator was hired.
The exact nature of that complaint has been kept confidential.
As the investigator concluded his interviews, Carpenter decided to retire.
Lt. Thomas Atkins is currently in charge of the department.
