The state's decision not to build a casino may be a loss for Orange County, but it's a huge win for Empire City Casino in Yonkers.
The closest casino will now be 90 miles away in Sullivan County, likely allowing Empire City to keep its 1,400 employees.
Officials say one reason Empire City is so important to New York State is because it generates about $300 million in revenue for state schools every year.
Empire City pays a 70 percent tax to the state, a higher rate than the new full-service casinos will have to pay.
