Following a request under the Freedom of Information Law, News 12 was able to retrieve a boxload of documents on Tuesday from the city's Buildings Department pertaining to the parking garage.
It details correspondence between the city's Building Department and the garage's owner, among other parties.
The contents include various construction plans and permits for both the garage and the building connected to it, Westchester One.
There were also multiple pages of structural restoration plans including documents approved by the building department in 2024 and 2025.
City officials confirm the documents were approved without them receiving any state mandated assessment reports since 2018.
The work included steel beam and concrete removals and replacements, amongst other work.
"Garages themselves are more susceptible than other buildings to deterioration and damages as a result to that deterioration because of the way that they're used," said Justin Wilde, with Martos Engineering.
However, Wilde says this is still uncommon.
"It's very, very rare especially when you don't have a traumatic event like an earthquake or a hurricane for building any portion of them collapse. even if it's partial," he said.
All three of the exits are closed off, begging the question of what the next steps will look like and how this happened.
The cause and origin of the failure is still under investigation.
