Rocco was brought to the Ossining Police Department after being abandoned.
Parking Enforcement Officer Bateman cared for him, hoping the owners would return.
When they didn't, she took Rocco to the SPCA Westchester.
She later returned for him and officially adopted him, showcasing their special bond.
