Some residents in a Westchester building say they have been stuck without heat and hot water months before this week's deep freeze.

Residents of Colonial Village on Hayward Avenue in Mount Vernon say their heat and water issues have been a problem for years.

A temporary mobile heating system was installed in November to replace a broken boiler, but residents say it is not keeping the building warm.

"My daughter was complaining. She's three years old and she was complaining about being cold. So we wrapped her up with blankets and kept her in our bed," says resident Frank Madio.

Tenants have become so fed up, they have hung up posters around the property demanding action.

The building's super says the Mount Vernon Building Department took a long time to issue them the necessary permit, which they finally received last week. Now it might be another two months until the new boiler can be installed.

Madio says until the problem is resolved, he has no choice but to leave his home to keep his daughter safe.

"We have to take her to my parents' house or leave and abandon our house to keep my family warm," says Madio.

The Mount Vernon Building Department says the building management company has been issued a violation for not providing sufficient heat, and has been summoned to appear in court.
