Lifting the federal gas tax could save drivers 18 cents a gallon on gas and 25 cents a gallon on diesel.
Still, many are split on whether Congress will pass the measure or if will even make a difference.
New York suspended its gas tax - a cut of 16 cents - from June 1 through the end of the year.
Gas was averaging $4.93 statewide as the cut took effect. Three weeks later, it's back up to $4.99 with the tax break, according to AAA.
Biden says he needs Congress and the gas companies to work together on this.
"I call on the companies to pass this along, every penny of this 18 cents reduction, to the consumers. This is no time now for profiteering," said Biden.
The White House is meeting with energy companies Thursday to discuss ways to increase gas supplies.
