Gov. Kathy Hochul's first state budget will not be on time this year.
The state's fiscal year begins Friday without a spending plan in place after lawmakers missed the midnight deadline.
One of the main stumbling blocks is bail reform.
The governor wants to make more crimes bail eligible and give judges more discretion on sentencing.
But Democratic Senate Majority Leader Andrea Stewart-Cousins doesn't want to make any changes and Republicans say the changes don't go far enough.
Other items holding up the budget include casinos in New York City and funding for a new Buffalo Bills stadium.
Lawmakers now face a Monday 4 p.m. deadline to approve a budget or a temporary extender. If a plan is not approved, more than 60,000 state workers could see their paychecks disrupted.
