Sen. David Carlucci is proposing legislation that would allow courts to transfer all domestic violence cases to one specialized hub court with a trained judge.

Officials say not all perpetrators are held accountable in the Hudson Valley due to a loophole in the court system.

They say if an offender has committed a crime against three people in different locations, they could be seen by three different judges.

"We would do one hub court in Rockland...and most importantly, it will get justice where justice is due," says Carlucci.

The legislation failed to pass in the Assembly once before, but advocates believe the centralized court is needed and will help instill confidence in victims.

Coordinators at the Center for Safety and Change in New City, which helps victims of all ages dealing with domestic violence, say one in three women are victims of domestic violence.
