Police say a man turned himself in hours after hitting a woman walking on the Saw Mill River parkway in the dark.Police say the accident happened around 5 a.m. Sunday morning on the Saw Mill Parkway in Bedford. They say 23-year-old Kathleen O'Gara of Kathonah was struck while walking in the right lane in a Halloween costume after a night of drinking at Katonah Bar and Grill. Police say 20-year-old Matthew Alacci turned himself in to police about two hours later.Residents of a nearby apartment complex heard O?Gara?s cries for help and called the police. O?Gara suffered a broken pelvis and femur. Police also say the evidence suggests her head struck the passenger side mirror. Police say the woman is simply lucky to be alive.
