The Westchester Coalition for the Homeless members took to the streets of White Plains Thursday to protest the use of chairs instead of beds at warming centers throughout the county.Coalition members say the county's so-called "no-bed" policy is an apparent motivation for the homeless to move into the social services system and seek treatment.
The county executive's chief advisor, Susan Tolchin, laid the blame squarely on the shoulders on White Plains Mayor Joseph Delfino, even though the policy is countywide.
John Rubin, director of the Grace Church Outreach Center in White Plains, a center that uses chairs, says the blame should be placed on the county. Ruben says other cities are also mandated to use chairs instead of cots in the shelters.
