A groundbreaking was held Wednesday for the second phase of affordable housing construction in New Rochelle.
The Heritage Houses complex on Brook Street is being built on the old location of the Hartley Houses, which were torn down last year. Tenants who lived at the Hartley Houses say the complex was dangerous and had a problem with crime.
The first phase of construction, during which 130 townhouse-style units were built, has been completed. The second phase will add 56 more units and is expected to be completed next summer. Phase 3, with 41 units, will begin in the fall of 2015.
Rella Fogliano, the developer behind Heritage Houses, says she is very proud of how the project is turning out.
