Gov. Andrew Cuomo held a briefing on the COVID-19 response and demonstrations in New York.
He discussed the NYS Police Reform & Reinvention Collaborative. He said it will take all of the concerns and have local governments sit down at the table and bring in police and community members and design a police department that they want for their community. This will include budget, staffing, use of force and defunding the police. He says the deadline to reform the local public safety function is April 1, 2021.
He says the relationship between the police and community isn't working.
Cuomo said it won't be be restored until everyone comes to the table and finds a way forward.
Regarding reopening - New York's path forward is dictated by facts, says he looks at facts on a daily basis.

-Five day coronavirus results have remained relatively constant.
-Reached the lowest number of hospitalizations since it started.
-Lowest number of deaths. The three day average is at a new low.
-Done over three million tests in New York.
-Hospitals will be allowed to accept visitors at their discretion. They must follow state guidelines.
-Group homes can allow visitors starting on Friday.
-US Open will be held Aug. 31 to Sept. 13 on TV without fans.
-COVID-19 is increasing in 21 states and Puerto Rico
-New York went from the worst infection rate to best infection rate.
