A dog found emaciated and matted in Westchester is now getting a forever home, but her abuser is still on the loose.

Neighbors found the poodle mix locked in a crate, dumped by the garbage with no food or water for days in front of an abandoned house on West Fourth Street in Mount Vernon.

The dog, now named Angel, was rescued by Best Bullies, who brought her to Dr. Harry Zelkin and the Scarsdale Animal Hospital in mid-October.

"When she came in, she looked like a skeleton covered with skin basically,” says Zelkin. “She was in horrible shape, extremely dehydrated, very weak, she could barely take a couple of steps before she would fall over."

Three weeks later, Zelkin says Angel is doing much better, but officials are trying to find out who is responsible.

Ernest Lungaro, of the Humane Law Enforcement, SPCA of Westchester, says they have been going door to door since Oct. 19.

Lungaro says Angel’s original owner could face criminal charges because Angel was extremely neglected and abandoned.

Dr. Zelkin has decided to give her a forever home.

Anyone who recognizes Angel or knows who may have abandoned her is asked to call the SPCA of Westchester's hotline.

Best Bullies rescue is also offering a $1,200 reward for any information leading to an arrest and conviction.
