County police say the department was made aware of a stolen vehicle on the Sprain Brook Parkway south just before 3:30 a.m.
An officer attempted a traffic stop, but police say the driver of the Honda Civic would not pull over.
State police also joined the pursuit.
The vehicle was later found in a parking lot on Monroe Street in Mount Vernon, according to authorities.
Two people then ran away from the vehicle but were later arrested by police.
