A cold snap that has gripped the Bronx and the city for days has experts warning people to keep warm.
Residents are urged to cover their heads, layer up and stay dry to prevent frostbite and hypothermia. Experts also say it's best to seek medical help when in doubt. People can call the city's free 311 information line to report homeless people in need of shelter. The Department of Homeless Services says it sends outreach vans to help.
Forecasters predicted 30 mile-per-hour winds will make the temperature feel like 5 degrees below zero on Monday. However, the mercury is expected to rise Tuesday.
