The rain from Tuesday's nor'easter caused problems in New Rochelle
At the height of the storm, some residents were dealing with flooded basements and soaked lawns.
The overflowing Hutchinson River can make some neighborhoods like Sprague Avenue look more like lakes than streets. "When it rises to the street level, it can't take it anymore. It floods our entire street, our house, our lawn, everything," says Ryan Enis.
The street is on the border of Scarsdale and Eastchester, so it becomes a battle between local governments when it floods. New Rochelle city leaders say the county has approved a project to fix the problem, but say all three municipalities have to be on board since it's a multi-jurisdictional issue.
