Appeals court finds county didn't comply with affordable housing settlement

Appeals court finds county didn't comply with affordable housing settlement
The second circuit Court of Appeals handed down a decision Friday that stated Westchester County didn't comply with the 2009 affordable housing settlement.
A spokesperson for County Executive Rob Astorino says the settlement required 750 units of housing and the county delivered 790 units within the timeframe. In a statement, Astorino's spokesperson said, "There's no evidence of exclusionary zoning based on race, adding we are confident the remaining requirements can be met and the settlement concluded in a timely manner."
Westchester County Board President Michael Kaplowitz says the county could suffer. Kaplowitz says the county executive is engaged in a big gamble on behalf of Westchester. 
The ruling states that the county is engaged in total obstructionism because what officials have provided so far to the Department of Housing and Urban Development is not acceptable.
